THE DECISION / BEFORE A SITE IS SELECTED
These are the questions we have to answer for an actual system. None is a verified Project Zero result yet.
Document the system, what has stopped working, and why a repair is technically sound.
Confirm physical access, permissions, safe delivery, specialist skills, and realistic transport costs.
Establish a defensible way to count distinct users without promising reach before assessment.
Agree on local responsibility, testing, maintenance, and a practical return-check plan.
